They find a way to do business, some, really just don't need the education and they got the methods right, they succeed. Most of them, well...I heard one or two like that. I am not sure if the education department knows that in Taiwan or in America.

That may not be the system. Its purely the Educational Department called 教育部 !!! They might just took over that bookstore selling my middle school reference books. You don't just go to the cram school, you buy the complementary materials to fill in the blanks....those requires money too, not just the cram school outside the private school.
I didn't know that was a super big deal things in life, so those time, they lie to me or something?
